Resident Information

Community Policies

This section of the site provides a brief overview of the policies that have been established by the homeowner's association to help maintain the appearance of the community and the quality of living at Millwood Estates. For more details on these policies, including downloadable copies of policy documents, visit the documentation section of the site. Questions about the policies can be submitted via the feedback form.

Exterior Modifications

All exterior modifications to a residence require approval by the Architecture Review Committee (ARC). The ARC application form (78k PDF) can be downloaded and printed. It must be submitted to the ARC (via Cardinal Management) by mail with all necessary supporting attachments for approval prior to beginning modifications.

The ARC, with the assistance of Cardinal Management, conducts periodic walkthroughs of the community to ensure that policies are being adhered to. Notification letters are sent to homeowners to indicate areas that are in need of repair, painting, clean-up, or other actions.

Common problem areas:
Decks & Fences

Rough cut cedar is the only acceptable wood for replacing damaged fence boards and gates. Only clear sealers should be used on decks.

Siding and Steps

Periodic power washing should be used to remove dirt, pollen, mold, and mildew from front steps, bricks, and siding.

Window screens

Must be in good condition and either on or off of all windows

Wood rot

Check around doorways, window boxes, window sills, and rake boards (vertical section between adjacent roofs). Rotted wood should be replaced rather than simply caulked over.

Grounds Maintenance

The community contracts with a landscape service to maintain common areas and the front lawn of each residence. This service includes mowing and periodic application of fertilizer, weed killer, and bug killer. Residents are responsible for watering, seeding, and weeding their front lawns, including the curb strip. Residents are also responsible for fertilizing, mulching, and trimming shrubs in the front of their house and the lawn and all plants in their back yard. Dead shrubs must be replaced with healthy evergreens that are consistent with the look of the community.

Digging

Before digging in your yard, contact MissUtility of Virginia. This is a free service that marks the location of cable, gas, electric, phone, and water lines on your property.

Fertilizing

Fertilizer should be applied twice a year to all shrubs.

Mulching

Only shredded hardwood mulch is to be used. This is available from home improvement stores as well as the seasonal garden center in the parking lot across Old Keene Mill. Mulch must be applied around all shrubs and plantings.

Seeding

Lawns should be seeded in late March to mid April.

Watering

A thorough watering should be performed weekly throughout the summer. Watering is most effective early in the morning.

Parking

Parking spaces in Millwood Estates are divided into resident, guest, and open categories (map available below). Each type of space is governed by specific terms of use, described below. Any car parked in violation of these terms is subject to towing. Cardinal Management has contracted with Dominion Towing to enforce the parking rules. Residents may contact Dominion directly to remove cars parked illegally in their own reserved spaces or in the fire lanes. If vehicles are observed to violate the terms of the guest or open spaces, please contact Cardinal Management to resolve the situation.

Policies
Resident reserved spaces

Each Millwood Estates resident is provided with two reserved parking spaces. For residents with garages, these two spaces consist of the garage and driveway. For non-garage residents, two on-street spaces are assigned.

Guest spaces

These spaces are for use by short-term or overnight guests only. Residents parking in these spaces are subject to towing. There are a limited number of guest spots available - if a resident is anticipating a large number of guests, they are encouraged to notify their guests of parking available on side streets such as Kenwood (map coming soon).

Open spaces

These spaces are for temporary use by residents or by guests (when all guest spaces are full). There is a limit of seven days on the use of Open spaces. The intention of these spaces is to allow for temporary parking by residents who are displaced from their reserved spaces due to construction work or other short term needs. These spaces are not intended for regular parking of resident vehicles. Residents with more than two cars are encouraged to explore parking options on side streets such as Kenwood (map coming soon).

Fire lanes

The yellow fire lanes throughout the community are clearly marked with No Parking signs. Vehicles parked in fire lanes will be ticketed and towed.

Double parking

Vehicles that are double parked or parked along the curb outside of designated spaces are subject to towing. Our community needs to be accessible to emergency vehicles, garbage trucks, moving vans, and delivery vehicles that require the full width of the road to safely navigate. Double parking also provides an obstacle to residents attempting to back out of their reserved spaces. Please be considerate and seek alternative parking locations.

Trash & Recycling

Trash collection occurs each Monday and Thursday. Recycling pickup is on Thursday only. Bulk item pickup must be scheduled with the disposal company (see the Utilities & Services section for contact info). Collection will not occur on the following holidays (service will resume on the next scheduled pickup date): Thanksgiving, Christmas, and New Year's Day.

Policies
Timing

All items must be placed on the curb by 6:00 AM on the collection day. If put out the night before, please ensure that items are not put out until after dark.

Containers

Trash cans should have lids that are secured tightly. Garbage bags should be dark in color as lighter bags attract crows. Light objects and recycled papers should be secured in a manner that prevents them from blowing about the neighborhood.

Recycling

The following items are accepted for curbside recycling. See the Fairfax County recycling page for complete details and for recycling centers for additional materials, appliances, etc.:

  • Metal: Aluminum and steel cans (not foil, pie tins, scrap metal)
  • Plastic: Containers marked as recyclable with the number 1 or 2
  • Glass: Clear, green, and brown bottles and jars (not other colors, window glass, ceramics)
  • Paper: Newspapers, including glossy inserts (not magazines, catalogs, cardboard, telephone books, or office paper). Separate from other recyclables via bundling with twine or placing in a paper bag.

Management Company

The Millwood Estates HOA has contracted with Cardinal Management Group to oversee services contracts, collect homeowner assessments, manage the operating budget, and advise the HOA Board on a variety of matters. Homeowner questions and concerns as well as communications with the HOA should be addressed to Cardinal Management either via the contact information below or through the feedback form.

Payment of HOA Dues

HOA dues are paid by each resident on a quarterly basis with due dates in January, April, July, and October. Cardinal Management provides payment coupons and offers a direct deduction option. HOA dues cover the costs associated with the services of Cardinal Management, landscaping, road work, and other items. A detailed budget is mailed to residents each year and can be obtained on request from Cardinal Management.
